After tragic NYE Swan River drowning The West reveals the small cost to provide extra protection

Installing a potentially life-saving latched gate at the Burswood Park playground where two children drowned on New Year’s Eve would have cost less than $300. Scores of Perth playgrounds adjacent to busy roads or bodies of water are already protected by similar child-safe gates — including one located outside The Camfield pub just 1km away. Australian playground standards do not require fencing, with that decision left entirely to the discretion of the landowner. The Burswood Park Board, which is responsible for managing the riverside precinct, elected to fence the popular playground next to Crown Perth but failed to include latchable gates. That is despite the board’s latest annual report revealing it is sitting on more than $18.5 million in cash, most of it derived through statutory payments from Perth’s only casino. And playground salesman and inspector Mal Grubisa — director of Miracle Recreation Equipment for nearly 20 years — said self-closing, latchable gates could be installed for as little as $275 in instances where fencing was already in place. He said he personally recommended fencing and child-safe gates for playgrounds near water but cautioned the safety measures were not a silver bullet and that children still required constant supervision. “The gates themselves are not expensive, but people do steal them, they get vandalised, and kids break them by swinging on them, so the costs can add up,” Mr Grubisa said. The expense of maintaining child-proof gates has not prevented Perth councils from installing the safety features at playgrounds across the city, including several visited by The West Australian on Wednesday. They included Bob Gordon Reserve in Bull Creek, Lake Monger in Glendalough, Yokine Reserve, Les Lilleyman Reserve in Mount Lawley, Riverside Gardens in Bayswater, Beaton Park in Dalkeith and the Bibra Lake Regional Playground. The Optus Stadium sensory playground — nestled between The Camfield and Matagarup Bridge just a short walk from where a six-year-old boy and six-year-old girl drowned on Sunday — also boasts gates with latches. Play Check director Andrew Reedy, who audits playground safety and contributes to developing the Australian standards, said fencing was always optional, even when the equipment was near water. “One of the downsides of fencing is that it takes responsibility away for supervisors who might think they don’t have to watch their kids — and that is the last thing you want,” he said. Mr Reedy said he was not familiar with Burswood Park Playground but that “typically”, he did not think fencing was necessary “unless you are sitting right on the edge of the water”. “You would need to carry out an individual risk assessment based on location,” he said. Royal Life Saving Society WA chief executive Peter Leaversuch said he believed all playgrounds within 30m of a body of water should be fenced with latchable gates, but agreed that kind of safety measure was not enough on its own and that parental supervision remained key. He also highlighted that the City of Perth rostered lifeguards on New Year’s Eve to patrol Elizabeth Quay and questioned whether the Burswood Park Board should have employed a similar approach. “You are never going to be able to watch every bit of water all the time, but for peak events like New Year’s Eve, maybe that is something that is warranted,” he said. As revealed by The West Australian, parents visiting Burswood Park playground have for years left reviews questioning why its gates “do not have a locking mechanism”. In a response to one of the reviews, Burswood Park wrote the fence was “actually intended to keep wildlife out, rather than keep kids in”. The board on Tuesday revealed it would launch an investigation into safety features in the precinct following the New Year’s Eve tragedy that claimed the lives of two young Syrian refugees. Paramedics and police rushed to the playground on Camfield Drive just after 5pm on Sunday after the two children were pulled unresponsive from the Swan River. Both died on their way to the hospital, with a coronial investigation now underway into the circumstances surrounding the devastating incident.
