Great Southern shires must build cat pounds to stem tide of feral and stray cats, Alley Cat Rescue says

An Albany rescue charity that has taken in 150 cats since its launch in December says the Great Southern is in desperate need of cat pounds in the face of irresponsible owners and poor enforcement of the Cat Act by local governments. Alley Cat Rescue founder Ally McGarva said owners were not complying with the Cat Act 2011, which requires them to register, tag, microchip and sterilise cats over six months old or risk the seizure of their pet and $5000 fines. As a result, stray domestic cats are on the rise, contributing to a booming feral cat population. Katanning Vet Hospital owner Kate Clayton shares Ms McGarva’s concern, saying the number of cats being dropped into her practice each week is upsetting for staff. Many are feral and have feline AIDS or leukaemia, which can be passed to the domestic population. They are euthanised while domestic strays are checked for aids, leukaemia and ringworm, and passed on to Alley Cat Rescue or Albany Animal Welfare, all of which comes at a cost to the practice. “There is no alternative option, so we end up paying the costs of dealing with them,” Ms Clayton said. Part of the problem, Ms McGarva says, is rangers’ reluctance to seize strays. “Many rangers do a great job but the number of cats coming to us through the shires and the rangers is minimal,” Ms McGarva said. “They are authorised under the Cat Act to take unregistered, untagged cats who have not been chipped or desexed but they don’t want to cause a fuss by removing someone’s pet, so no one wants to take responsibility.” Great Southern Animal Protection president Samantha White agreed, saying dealing with shires was a lottery. “Denmark is pretty good, rangers there will pick up a stray and impound it,” Ms White said. “We don’t get many through Albany rangers because they don’t really impound any.” But a Great Southern ranger, speaking to the Herald on the condition of anonymity, said that although some rangers did ignore the issue altogether, the Act left them powerless and open to abuse. “With domestic cats, I try to rehome as many as I can but it’s devastating,” the ranger said. “Several times I have burst into tears. “Any ranger who doesn’t love animals shouldn’t be in the job, but the Act leaves us powerless and open to aggression, so some rangers don’t get involved. “We get abused every single day, it’s the nature of the job.” Shire of Katanning president Kristy D’Aprile hopes a review of the Act will strengthen the shire’s ability to enforce it. “We are looking at other councils to see what’s working but sadly nothing happens quickly,” she said. “A local law will need to pass through council, go out for consultation and ultimately get parliamentary approval and that’s probably a 12-month process.” Options include requirements to keep cats indoors alongside incentives for people to desex their animals or buy cat runs. But Ms McGarva, Ms Clayton and the ranger say councils are not doing enough with the existing law, calling on them to provide cat pounds. “In a perfect world, the shires would be responsible for stray cats, and they should be doing something in the meantime,” Ms McGarva said. The ranger said that without a dedicated cat management facility, the problem would continue to grow. “The councils can’t be bothered to build cat pounds, so it is left up to individuals to hand animals into shelters or to a vet,” they said. “The feral cats get put to sleep, which is awful, but we can’t just ignore what’s going on as they just breed, breed, breed. “It’s a huge problem and the same all over the Great Southern.” Ms McGarva had a message for non-compliant cat owners. “People saying they didn’t know or can’t afford it is a cop-out,” Ms McGarva said. “There’s enough education and support out there. “Albany Animal Welfare and Great Southern Animal Protection will often help to do the entire thing, and all people have to do is reach out to them.” AAW and GSAP operate “snip and return” policies where owners who bring in a litter of kittens for adoption can have the mother cat sterilised for free.
