Joan Hope: Family of Geraldton woman who died waiting for ambulance left ‘devastated by St John WA’

The family of a Geraldton woman who died while waiting more than half an hour for an ambulance to arrive hope the much-loved great grandmother’s death leads St John WA to better resource its rural operations. Joan Hope has been remembered as a “stubborn” but “loving and kind” matriarch to a sprawling WA family that included four children, 12 grandchildren and 15 great-grandkids – with another two on the way. The crossword-mad 80-year-old was still living independently, cooking her own meals and — although living with diabetes — “sharp as a tack” when she died on April 19. Daughter Michelle Groom and son Jason Hope told The West their mum was adored by her grandchildren and great-grandchildren, many of whom had gathered to celebrate her 80th birthday on January 1. Mrs Hope was born in Perth and grew up in Bassendean before venturing first to Katanning and then to Dongara in pursuit of cleaning work as a young woman. She was a talented jive dancer and won a competition at the Perth Royal Show in her youth, later telling her family she’d shaved off her eyebrows in preparation — so that she could pencil them back on — and that they “never grew back properly” ever again. Mrs Hope met her future husband David, a farm worker, at the Dongara Pub and the pair were married in Geraldton in 1963. Mrs Groom said the older woman was always happy to babysit and was “happy as Larry” to be surprised by the big family gathering at her last birthday. “She was stubborn but she had to be because she had so many bloody mongrel kids,” Mrs Groom joked. “She spoke the truth but she was loving and kind and all the kids loved her.” Widowed in 1985 — with a house full of young teenagers — Mrs Hope returned to part-time domestic work to help provide for her children. She took up cotton crochet and knitting, hobbies she enjoyed for the remainder of her life, and was an early adopter and strident advocate for recycling. “She used to say to me ‘Michelle, there’s not going to be a planet left if you don’t recycle,’” Mrs Groom said. “In her will she wanted all her clothes, and she had a bucket load, to be donated to the women’s domestic violence shelter and anything else in the house taken to the church down the road for them to sell in their op-shop.” A talented cook, Mrs Hope was particularly renowned for her baking — and the last time Mrs Groom saw her was at the local IGA purchasing the ingredients for a fruit cake requested by her daughter. “When we went to her house (after she died) that fruit cake was on the table, it had been cooked, and so we put it in the freezer and we’re going to serve it at the wake,” Mrs Groom said. Also on the menu at that wake will be honey king prawns — Mrs Hope’s favourite dish at the local Chinese restaurant she attended for lunch almost every Friday with her best friend Beth. It was while zipping around town in her beloved gold Suzuki Jimny that Ms Hope began having trouble breathing and pulled up outside her son Jason’s house. With his mother clearly in respiratory distress, Jason rang 000 shortly before 2.30pm and then endured an agonising wait for paramedics, the first of whom did not arrive at the scene until just over 30 minutes later. For 20 of those minutes Mrs Hope was conscious and struggling for breath, before she rapidly deteriorated and suffered a suspected heart attack. “The first time I rang was 2.28pm and when I rang 11 minutes later they said the ambulance hadn’t even left yet,” Jason said. “I asked whether I should try and move Mum from the driver’s seat to the passenger side and drive her to the hospital myself but the lady said no and to wait for the ambulance,” he said. After Mrs Hope passed out Jason was directed to drag her out of the vehicle and perform CPR, which he did for 10 minutes before paramedics arrived — by which time it was too late to save her. As revealed by The West, with both of Geraldton’s ambulances tied up at the time of Jason’s first call St John refused an overtime request from two off duty paramedics who said they were available to attempt to immediately respond. The request — from paramedics who were between night shifts and would had to have been paid overtime — was refused in favour of waiting for a crew in the process of handing over a patient to Geraldton Regional Hospital that had advised they would not clear for “at least” 10 minutes. St John CEO Michelle Fyfe has strongly denied budgetary concerns played any role in that decision — and that it was believed the hospital crew would arrive faster — but a formal incident review has been launched to determine whether the situation was handled appropriately. Jason said he had been left “devastated by St John” and could not understand why the paramedics at the hospital could not immediately leave their patient in the care of doctors there, nor why the off duty crew had not been activated as a backup. Mrs Groom said she was “startled” to learn St John had just two ambulances servicing all of Geraldton. “Two ambulances is not enough – from one side of this town to the other is 35 minutes,” she said. Both children said they had nothing but thanks for the paramedics and police that eventually arrived on the scene but said they felt their mother had been let down in her final moments. Ms Fyfe has repeatedly offered her condolences to the family in public commentary and Mrs Groom said they had been approached by St John to participate in an “external investigation” but doubted they would take part. “It’s great that this might make things change, that Mum’s death might make a difference in service to other people, but it’s not going to make a difference to us,” she said. Since news of Mrs Hope’s death, Ms Fyfe has highlighted she raised concerns about resourcing in Geraldton as far back as September last year during an ongoing parliamentary inquiry into ambulance services in WA. However, Health Minister Amber-Jade Sanderson has said no “specific” request had been made by St John for additional funds to place more paramedics in the Mid West town. Mrs Hope’s funeral will be held on May 9 in Geraldton.
